PCH ENGINEERS
Building Services Engineers
We apply our knowledge and experience of mechanical and electrical engineering to Project Management. This is wholly different to M&E design consultants and Project Management practices. We are Engineering Project Managers. Engineering project management is the specialised discipline of planning, organizing, and controlling engineering projects to ensure they are delivered on time, within budget, and to required quality standards. It bridges the gap between technical engineering expertise and strategic business goals, transforming complex designs into tangible results by managing resources, timelines, risks, and stakeholder expectations throughout the project lifecycle.
PCH Engineers Ltd

What we do

Engineering Project Management
Engineering project management is the specialised discipline of planning, organizing, and controlling engineering projects to ensure they are delivered on time, within budget, and to required quality standards. It bridges the gap between technical engineering expertise and strategic business goals, transforming complex designs into tangible results by managing resources, timelines, risks, and stakeholder expectations throughout the project lifecycle. We work directly with clients to develop the scope, place the orders, and hold the contractors to account. Our job is delivered when the systems we've overseen are operational and our client is happy.

Independent Certifier
We act as Independent Certifier for schools and public sector buildings. Through regular site inspections and detailed reports we identify any deviation from the Authority/Employer's requirements, witness systems commissioing and snag prior to handover.

Technical Review
We review feasibility studies, Stage 2 and Stage 4 designs (RIBA) and make sure risks are identified and suitably mitigated. We hold designers to account and ensure sufficient detail is documented before a tender is let.

Condition Surveys
We provide detailed M&E condition surveys that assess the operational status, efficiency, safety, and remaining life-cycle of a building’s mechanical and electrical systems. Conducted by specialist engineers, these assessments evaluate critical infrastructure such as HVAC, electrical distribution, plumbing, and fire safety systems. The outcome can be used to to inform the scope for refurbishment projects and identify defects, compliance issues, and maintenance needs.

Project Supervisor / Clerk of Works
We act as Project (NEC) Supervisor providing independent quality control to ensure works comply with the Client's Requirements and contract standards. We monitor, inspect, and witness tests to identify and defects. Responsibilities include: - Inspections and Testing: Conducting regular site visits to witness Contractor tests and inspections, ensuring materials and workmanship meet specified quality standards before being covered up or paid for. - Defect Management: Notifying the Contractor of any defects found prior to Completion; managing the defect correction process and issuing the Defects Certificate at the end of the Defects Correction Period. - Compliance and Reporting: Reviewing quality plans, checking record drawings, and issuing regular reports to the Employer on compliance, progress, and any non-conforming works.

Feasibility Studies
We provide M&E feasibility studies to determine the technical, financial, and operational viability of proposed building services before significant resources are committed. Typically commissioned for extensions, new constructions, or utility upgrades, these studies help clients make informed decisions through non-intrusive site surveys, utility searches, load estimations, and compliance checks against current standards. Outcomes include outline cost estimates and programme schedules to ensure all infrastructure works are captured in the project budget, along with identification of urgent or unsafe items requiring attention. The study is delivered as a structured report giving stakeholders the information they need to decide whether to proceed, revise, or abandon a project — reducing risk and preventing investment in infeasible schemes.

Self-Funding M&E Upgrades
As new equipment becomes more energy efficient, clients can replace ageing assets and reduce energy demand and carbon emissions simultaneously. We detail the opportunities and calculate potential annual savings while securing funding to deliver the upgrades.

Design
We hold £5M Professional Indemnity and can design M&E services, as part of our service as Engineering Project Managers

We work directly for the client, not the contractor. Where a design consultancy focuses on producing a design, we manage the whole delivery – developing the scope, assist with placing orders, holding contractors and designers to account and staying involved until the systems we’ve overseen are working and the client is happy.
